Néstor J. Saldívar is part of the legal team of Guerra Saenz PL, serving as a paralegal specializing in EB-1A and EB-2 NIW immigration petitions. Under Attorney Luis A. Guerra’s direction and legal supervision, Néstor is responsible for structuring and rigorously coordinating employment-based merit petitions, drawing on his academic background, ethical commitment, and deep knowledge of USCIS standards.
After securing permanent residency in the United States for himself and his family in just 14 months through the EB-2 NIW process, Néstor recognized a significant information gap among highly qualified Hispanic professionals who were unaware of these legal pathways. This personal experience led him to found RESIDENCIATECONS LLC, a platform dedicated to democratizing access to merit-based immigration processes and providing comprehensive support to those who qualify.
Néstor holds a Master’s degree in Educational Sciences with a concentration in Educational Planning and has taught in both the Dominican Republic and Florida. He currently teaches EB-2 NIW courses at the SVG Institute in Florida. Néstor was also co-founder and Academic Director of CMIGRA – The Certification Center for Migratory Service Providers of the Americas, Inc., where he was recognized for his pedagogical work and impact in the immigration field.
Throughout his career, Néstor has successfully supported accomplished professionals in engineering, medicine, education, architecture, psychology, and other fields, offering a close, transparent, and highly professional approach. Néstor’s experience includes the preparation of evidentiary strategies, responses to Requests for Evidence (RFEs), and the development of case files with academic and investigative rigor aligned with the evolving national interest of the United States—all under his legal credentials in the Dominican Republic and under authorized supervision in the United States.
Before moving to America, Néstor served as Associate Director of Communication for The Church of Jesus Christ of Latter-day Saints in the Caribbean Area, strengthening the Church’s media relations and message outreach across more than 27 countries and territories.
Néstor is the author of over 100 published articles in his immigration column at Z Digital and the producer and host of MIGRAZ, a weekly immigration radio program broadcast on Z101 FM, the most widely distributed radio station in the Dominican Republic.
Néstor is fluent in both Spanish and English and has worked with clients across Latin America and with Hispanic communities throughout the United States. Néstor has been a licensed attorney in the Dominican Republic since 2014, is a registered immigration consultant in the state of Utah, and is currently preparing to sit for the bar exam to become a licensed attorney in the United States.

Néstor firmly believes that faith precedes the miracle and that the present is the most valuable asset we have to shape the future we dream of. Néstor is married to his better half, Nairym, and is the proud father of four children.
